Rescuers in fleets of helicopters and boats rushed to help hundreds of people still stranded by Hurricane Floyd's floodwaters amid warnings that eastern North Carolina's rivers were still rising. There were sixteen confirmed deaths, 600 homes destroyed and 227,000 people without electricity. Parts of Interstate 95 and 40, the state's two busiest highways, remained closed due to floodwaters. A photograph of Jean Allen, her daughter Celina Hawkins and her husband Bobby all from Tarboro depicts the despair felt by many eastern Carolina residents.
